These are roleplay (aka role-play or RP) terms. IC stands for In Character, and OOC is the opposite - Out Of Character.
In Vampires! A Dark Alleyway, many players engage in roleplay to make things more interesting. Simply clicking around a grid would get boring, so players attach various aspects to their account - creating a character much like one you might find in a book. Some players put a massive amount of time and effort into creating a character, bestowing intricate personalities and extensive histories upon their game account. It can seem very complicated at first, and some people probably could write books about their character, but roleplay is not necessary to enjoy the game; it simply adds another element.
There are quite a few forums based off of Vampires! A Dark Alleyway for people to gather and roleplay, and some get rather large. It is, in simplified terms, much like writing a book with other people. One person posts something, describing various things, and someone else does the same thing. The two (or more; a lot of people can end up in one thread sometimes) characters interact, and sometimes these events can carry over into the game. This is where the clan comes in; if your character/account is attacked without any good reason (it could be a mistake, or sometimes people will randomly hit others for their own amusement), the rest of the clan will aid you.
This site does not revolve around roleplay, although some elements are unavoidably mixed in, and if you want to see more - there will be links here that can point you in a good direction.
If you saw the rules, you should have seen something that said "no IC/OOC crossing." Crossing is when a player takes OOC knowledge and uses it IC for their own advantage, and this is a hallmark of very bad roleplay. If you are a known Crosser, most players will refuse to associate with you and this can be extremely limiting for you.
If you don't roleplay, then make something up - maybe pretend that you are actually in the game, a vampire in the city known as RavenBlack (named for the game's creator). The lines of IC and OOC can get fuzzy and otherwise iffy, but as long as you stick to something you should be perfectly fine.
Roleplay is, in a nutshell, you writing (typing) as a fictional character and narratively describing your actions if on a formal RP site. When not on a site revolving around roleplay, usually you just type what you want to say and post it.
Wikipedia has an article on roleplay, but you might be better off simply going to an RP site or asking another member of this site to help you out. It's not a difficult concept to grasp, but remember that literacy is appreciated. Take the time to check on your spelling and grammar, so people don't think you're an idiot. True, the english language does not come easily to some (for various reasons), but as long as you make an effort things should go well.
